Nonobstant l’évolution du cadre législatif corrélatif au foncier, la ville continue à se développer en marge des instruments d’aménagement et d’urbanisme censés concéder la maitrise, la gestion et la planification de l’évolution urbaine. Engager une réflexion en vue d’une orientation mieux adaptée de la pratique de l’urbanisme avec comme préoccupation le décalage important entre les documents réglementaires et les pratiques du terrain, serait une priorité urgente. Actuellement, l'urbanisation est appréhendée comme étant la limite de l'espace construit, il est donc opportun de se demander outre l’appropriation, quelle forme d'urbanité voudrions-nous atteindre? Observation of the Algerian city, including two geographical contexts of the country: Saida in north and Bechar in the south of the country (top-plates and the Sahara): palimpsests of cities which promptly eclipsed the traditional cities, combines a plurality of problems of which primarily a not controlled spatiotemporally growth. Notwithstanding the evolution of the correlative legislative framework to land, the city continues to develop in margin of the instruments of supposed installation and town planning to concede the control, the management and the planning of the urban evolution. To engage a reflection for a better adapted orientation of the practice of town planning with like concern the important shift between the official documents and the practices of the ground, would be an urgent priority.
