Therefore , the purpose of this thesis is to identify a housing policy approach that attempts to achieve greatest efficiency in urban housing provision and living environment improvement . to reach these objectives , this study recommends a balanced housing policy not only by building mass housing , but also by requiring the efficiency role informal sector can and does play in the urban housing provision
Hence , the housing policy put forward in this thesis are a judicious combination of the and informal sectors to contribute in urban housing provision . this involves a wide range of alternative housing improvements and provision options in both sectors with an expansion of creating con dition under which people and government would participate more actively in the improvement and provision of both the formal and informal housing sectors .

My attempt in this thesis is to make appreciative use of the Islamic architectural tradition of Algeria in meeting the social requirements of the present day .the project presented here is believed to incorporate local traditional materials and local building technique in a functionally efficient complex suited to its environment

With reference to the opposition relative to the notions of space and place ,a hypothetical postulate is formulated ;it mainly clainms that the topological relations /dimensions ,based on qualitative spatial dimensions and related to aspects of experience ,are far more important than the geometric and metric dimensions of space
The built environment ,as a whole, is considered as a system of places, which should be structured as a continuum .it is, therefore, fundamental to our understanding and furtherance of knowledge to be able to define the structure of relationships and dependencies between places.and yet, we could not grasp
This unity , the unity of things , of places , without the mediation of humane experience .the real dimension to be taken into account is the spatiality of human experience which is established through the relation existing between human beings and their enivironment .this concept is based on a phenomenological model of experience defined as the existential event
The first section of the thesis is defines this relation /interaction between all enitities of the event , as well as their intrinsic physical characteristics
The second section of the thesis is concerned with those aspects of human experience relevant to the notion of place . a correlation between the existential event and the concept of place is drawn ,as a result of which the characteristics of events help to define the character and structure of places ;the impact of the topological dimensions/ relations on the organization/ integration of places is evaluated on this basis
Finally , the concept of topological balance is developed.

The overall aim of ma research is to establish a bioclimatic approavh to passive solar desing in algeria this will show an understanding of the direct utilismbient of ambient and renewable energy sources such as sun , wind and water ,by what iscalled climate –balanced builging .
Because of the wide variety of climate, an introduction to the Algerian climate is of significance , and the effect of climatic elements on thermal comfort and building design is analysed . a bioclimatic analysis of different regions is undertaken , and the design measures for maintaining thermal comfort are evaluated .
As solar radiation is the most critical element determining the Algerian climate , a computer program has been developed to predict solar radiation and to assess its contribution to the sensible heating effect on the ambient air temperature in terms of sol –air and surface temperatures.
Design and evaluation of shading device for solar control is discussed in detail , paying particular attention to the eggcrate shading device . as a result , a computer program enables the simulation of the effect of the shading device in controlling the quantity of solar radiation entering the building
Since wind is con sidered as the most important natural means for cooling in hot weather , an invertigation assessing ventilation performance in relation to human comfort and passive cooling of buildings during overheated periods was carried out , with emphasisis on the importance of studying the aerodynamics of single-cell buildings , using a wind –tunnel .
An approach to the problem and technical analysis of evaporative cooling systems and their applications for the enivironmental control is undertaken
Finally the research is concluded by many recommendation for passive design in Algeria .
