Preamble

In light of climate change and given its geographical location and diverse topography, Algeria faces major challenges, including seismic hazards, floods, forest fires, and various technological risks. This conference serves as an international platform for exchanging expertise and enhancing the new Algerian approach, which has shifted from « disaster management » to « disaster forecasting and prevention, » in line with the international Sendai Framework for Disaster Risk Reduction (2015–2030).

In this context, universities play a pivotal role through scientific research, technological innovation, and the training of specialized talent capable of mitigating these risks and their environmental and human consequences, as well as fostering a culture of prevention and forecasting.

This conference aims to provide a forum for scientific dialogue and knowledge exchange among researchers, experts, public authority representatives, and civil society actors in this field.

Conference Objectives

  • Presenting and highlighting national research findings.
  • Supporting and enhancing coordination among various stakeholders.
  • Promoting a culture of risk prevention within civil society.
  • Proposing innovative scientific solutions tailored to national specificities.
  • Reviewing global and local risk prevention and management strategies.
  • Diagnosing vulnerabilities in local plans and aligning them with modern international standards.
  • Developing forecasting mechanisms and early warning systems, integrating them with Artificial Intelligence for risk monitoring.

Conference Tracks

Track 1: Natural Hazards and Climate Change

  • Geological and Seismic Hazards: Assessment of urban vulnerability, earthquake-resistant construction, landslides, etc.
  • Climatic and Hydrological Hazards: Flood and flash flood risk management, severe drought waves, and the impact of climate change on water resource sustainability.
  • Forest Fires and Desertification: Strategies for early detection of forest fires, vegetation protection, and their impact on local community stability.

Track 2: Technological, Industrial, Cyber Risks, and Network Security

  • Industrial and Energy Hazards: Prevention of chemical accidents, safety management in major industrial facilities, safety protocols for hazardous material transport, and energy pipeline protection.
  • Cybersecurity: Protection of critical infrastructure (power grids, hospitals, banks) against cyberattacks and systematic breaches.
  • Emerging Technological Hazards: Risk assessment of uncontrolled AI applications and strategic transport accidents (aviation, maritime, and high-speed land transport).

Track 3: Biological, Health, and Ecological Risks

  • Health Security and Pandemics: Lessons learned from past epidemics, and the readiness of healthcare systems to handle rapidly spreading pandemics.
  • Biological Hazards and Biotechnology: Laboratory leak risks, biological threats, and the regulation of advanced biotechnology.
  • Ecological Degradation: Large-scale environmental pollution (oil spills, toxic waste) and its direct impact on food and health security.

Track 4: Risk Governance, Prevention, and Recovery Strategies

  • Identification of vulnerabilities and measures to mitigate adverse disaster impacts.
  • Urban planning and integrating territorial management with safety and risk management requirements.
  • Long-term strategies for natural and technological disaster risk reduction.
  • Leveraging remote sensing, Geographic Information Systems (GIS), satellite technology (e.g., Algerian Space Agency – ASAL), and drones to monitor forest fires, desert encroachment, and environmental risks.
  • Artificial Intelligence algorithms and mathematical modeling for probability calculations and risk forecasting (e.g., fires, urban flooding).
  • Early warning systems and notification networks to alert relevant authorities and the public prior to disaster occurrence.
  • Crisis management and institutional coordination between state authorities and civil society.
  • Updating national emergency response plans (e.g., ORSEC plans) and upgrading stakeholder skills to ensure rapid response and intervention.
  • Crisis communication management in the digital era and public engagement via social media platforms and traditional media to ensure proper guidance and prevent misinformation.
  • Post-disaster recovery and reconstruction strategies to build more resilient communities capable of absorbing shocks.
  • Natural disaster insurance mechanisms and national emergency funds to ensure prompt financing for recovery and reconstruction operations.
